Waco Biker War, the DHS, and Mexican Cartels

An evolving story of an outbreak of full-fledged biker war has revealed a backdrop of burgeoning issues of law enforcement in Texas which the rest of the nation should pay heed to. It has been reported that the Bandidos are a seriously dangerous gang, and their relationship with the Mexican drug cartel also needs to be considered, and how this might relate to the Texas Department of Public Safety which coordinates with the Department of Homeland Security.
Steven McCraw, the Director of the TDPS, has previously indicated that the Mexican cartel's have taken advantage of the United States's porous borders to run drugs, prostitution rings, human trafficking, and have infiltrated the police and public schools. Potentially more disturbing still, he wrote of Ahmed Muhammed Dhakane, who is affiliated with terrorist groups, also infiltrating Texas, and bringing in Somalis.
Adding further to the strangeness, it was reported on May 5th, 2015, a Mexican government helicopter had fired on the border patrol in Texas, and that this was merely another of many such incidents.
So, how can the Texas law enforcement officials operate under such a contradictory atmosphere promoted by Obama's Immigration Reform, the funding of which was backed by the need to fund the DHS?
It sounds like an all out invasion and takedown of America is underway and promoted by our own President.
